The West Bromwich Albion forward has been out of action since early September due to a hamstring injury, having made only two appearances for Rovers.
Though he is making positive progress in his recovery, he will still not be available for selection for some time and Moore feels the best course of action is to exercise a break clause in the season-long loan deal.
“We will be terminating the agreement with West Brom over Rayhaan in terms of where he’s at at the moment,” Moore said.
“He’s making wonderful progress but we feel we just need to have someone here and available now in terms of the huge schedule what is ahead of us with the fixtures.
“There is going to be a real multitude of games which we all know about what we are facing over the next few weeks.”
Tulloch started the opening game of the season against MK Dons, providing the assist to Madger Gomes’ goal in the 1-1 draw. He was then forced off with a hamstring injury just 13 minutes into the win at Charlton Athletic a week later.
The 19-year-old returned to parent club West Brom to carry out his rehabilitation but suffered several setbacks along the way.
Moore moved to secure an alternative option for the wide areas for Rovers this week as he signed Elliot Simões on loan from Barnsley for the remainder of the season.
