The 24-year-old has switched to Deepdale for an undisclosed fee and signed a three-and-a-half year contract with the Championship side.
It brings to an end Whiteman’s stay with Rovers after three-and-a-half years. He joined from Sheffield United in the summer of 2017, initially on loan before making the move permanently the following January.

Hide AdHe departs Rovers having made 159 appearances, scoring 25 goals. The midfielder was the top scorer for the side this season before his exit.
Whiteman has been the subject of intense speculation and strong interest for the last two years, with numerous Championship sides seeing bids rejected by Rovers.
Last week offers from Preston North End and Queens Park Rangers were turned down but the Lancashire side maintained their pursuit, with Whiteman keen on the move.
The opportunity for Championship football as well as the chance to remain in his native north west proved desirable for the midfielder.
