North Lincolnshire CCG’s first AGM is standing room only

North Lincolnshire Clinical Commissioning Group (CCG) was both overwhelmed and delighted by the interest shown by the local community in the inaugural Annual General Meeting held last week.

Around 50 people from a cross-section of the local community were there, including representatives from health and social care, the voluntary and charitable sector, the council and the emergency services, as well as GPs and members of the public.

All went along to celebrate its first year as the lead commissioner for North Lincolnshire’s health services and hear about our plans for local healthcare over the coming year.

Dr Robert Jaggs-Fowler, GP member of the Governing Body and CCG Medical Director, chaired the meeting and gave the opening address. He explained how the CCG is organised and what it does as well as what our mission and strategic aims are. He also reported on how the CCG has complied with its various statutory duties and how it has progressed positively against local and national priorities in spite of some specific challenges around North Lincolnshire’s growing ageing population and resulting complex health needs.

Next up was Therese Paskell, CCG Chief Finance Officer and Business Support. Therese presented the financial report and accounts, explaining how the CCG had spent its budget during 2013-14 and where it will spend its budget for 2014-15. Spending areas highlighted for next year included the continued delivery of our ‘Everybody Counts’ Plan, the Better Care Fund and service changes as a result of our ongoing Healthy Lives Healthy Futures review that we are jointly working on with North East Lincolnshire CCG.

Presenting the Accountable Officers Report was Caroline Briggs, the CCG’s Director of Commissioning. Her report highlighted some of our key achievements during 2013-14, particularly how we have made improvements in how people access urgent care services and what we have done to reduce the number of people admitted to hospital who could get the treatment they need elsewhere in the community.

Looking ahead, Caroline explained our forthcoming plans around our Experience Led Commissioning (ELC) work which will include working with the community to look at how we can improve mental health services to help patients maintain both their mental and physical wellbeing Our ELC work will also explore how we can provide better support for children living with long term conditions and their families and carers so that they can lead healthy, fulfilled lives.

Caroline went on to give details about our current consultation due to end on 26th September on proposals to change Hyper-Acute Stroke services and Ear, Nose and Throat inpatient services taking place as part of the Healthy Lives Healthy Futures review. Other areas of work she highlighted were:

· How we are transforming care for the frail and elderly through the Better Care Fund initiative and Joint Strategy for Frail and Elderly, including the creation of Well-being Hubs around the area to support people in maintaining their independence and access advice, information and activities.

· How we are supporting people with long term conditions to self-care and access community based services

· The range of schemes around planned care that are underpinned by primary care through our reviews of Ophthalmology and Musculoskeletal services

Finally Caroline invited listeners to become members of ‘Embrace’, our recently launched patient member network, where members have the chance to shape their local healthcare by being part of focus groups, surveys and decision making opportunities.

The formalities ended with acceptance of the Annual Report and Accounts 2013/14 by GP representatives of the Council of Members present at the meeting. The floor was then opened for questions from the audience.

Dr Robert Jaggs-Fowler, Medical Director for the CCG and GP member of the CCG Governing Body who chaired the meeting, said: ‘Our AGM was a great success and we are greatly encouraged by the breadth of interest taken in our organisation and our work as demonstrated by the turnout we had. We would like to thank everyone who took the time to attend and for their valued contributions. We hope all went away reassured that we will continue to work with them to ensure that we have the best healthcare services in place for the needs of our local population, now and into the future.’
