Loans potentially provide access to a higher quality of player for a much lower cost due to agreements with parent clubs over wages and financial incentives from development plans.
Rovers are confident their growing reputation as an ideal place to blood youngsters will see them land top promising talent from the Championship and Premier League in particular.
Moore is also willing to bring in more loanees than he would be permitted to name in a matchday squad.

Hide AdThe Rovers boss ended last season with six loanees - one more than he was able to name in a squad.
And he is understood to be prepared to repeat the move in order to bolster his squad.
Rovers currently have four loanees on their books - Josef Bursik, Taylor Richards, Rayhaan Tulloch and Tyreece John-Jules.
Moore hopes to add cover at right back and central midfield, with more versatility the better.
