“The clubs are waiting for their season to finish before they really start talking.

“It’s slow at the moment because of those things.

“But things are in place and pending.”

Moore says it is unclear whether the usual process of inviting free agents in for trials will be available due to a lack of guidance from the EFL over whether that would be possible under restrictions imposed because of the Covid-19 pandemic.

Rovers are poised to return to training next month but may be just restricted to having only contracted players present.

“There’s a lot of free agents out there and we need the guidelines from the EFL about players coming in to train with us,” he said. “We need to find out how we stand there.

It is expected that more than 1,000 players in English football will find themselves as free agents this summer.
