But he says he is unable to put anything in place until he knows fully what his budget for the new campaign will be.

Moore will meet with Rovers chairman David Blunt and chief executive Gavin Baldwin next week to go through budgets and potential variations.

It is unlikely that a definitive budget will be presented to the Rovers boss, with uncertainty continuing over when next season will commence and when supporters will be allowed back into stadiums.

But he hopes he will have enough clarity to finalise his plans for players who will see their current deals expire at the end of the month.

“I’ve got in my mind what I want to do but I’ve got to wait to see what I can do,” Moore told the Free Press.

“Until I have that meeting I can’t do anything or say anything.

“I’ve got it in my head exactly what I want and what I want to do. It’s just, when it comes to it, seeing if that it can be done.

“We’ve been hit with a situation that no one ever saw coming.

“What the club was doing, like everyone else, was waiting to see what the EFL were going to say.

“Now that decision has been made, internally in clubs now you can start making your own decisions.

“I have my intentions but I’ll be led by my bosses.”

Fourteen Rovers players are out of contract on June 30. It is understood however that nine of those players - all from within the club’s U23s set up - have already been told of their fates.

Moore is hoping to act quickly on the other five - James Coppinger, Devante Cole, Kieran Sadlier, Matty Blair and Alex Baptiste - with the club being required to submit a retained and released list by June 23.

“There’s a lot of talking to be done over the next couple of weeks and there’s a lot of organising to be done before people really shut down,” he said.
