One resident contacted the council to report a received mobile phone text which promised a Council Tax refund, for supposed overpayment, via a weblink which in turn requested bank details be inputted.

This is a so-called phishing attack and anyone who receives such a message via mobile phone text, or by email, should never comply by inputting their bank details.
