Plans forÂ new waste recycling centre, lorry park andÂ ring road for Doncaster village
Plans for a new waste recycling centre and ring road in a Doncaster village has been recommended for approval.Â
Attero Recycling LtdÂ want to build an enlarged waste transfer station, a new lorry park and link road in Rossington off West End Lane.Â
If approved, the facility would double their processing output from 200,000 tonnes of waste to 400,000.Â
The firm deal with non-hazardous wasteÂ which will comprise primarily construction, demolition and commercial materials. The waste is compressed and moved out again by lorry and rail.Â
Documents drafted by council planners said the application would increase two-way HGV journeys to the site from 266 to 494 between 7am and 7pm Monday to Friday.Â
But theÂ new link road and lorry park is hoped to alleviate and divert HGV traffic which currently accesses the waste site passing residential homes on Bankwood Lane.
Part of the site is situated on the Greenbelt but council planners said the application '˜outweighs the harm' and improves quality of life for residents.Â Â
Around 50 per cent of the operation would be relocated and housed within the new process building. The plans also include moving the rail loading bay next to the new lorry park next to the site.
This is hoped to reduce HGV use in time due to an increase in rail capacity.Â
Documents show the application will enable the firm to nearly double their workforce from 45 to 80 members of staff.Â
A condition has been imposed which means the lorry park and link road would need to be built before construction starts on the new waste management building.Â
Doncaster Council planning officer Dave Richards, said: 'In terms of the environment, the development would cause some limited harm to the Green Belt and residual harm to the character and appearance of the area. However, the redevelopment of the current site overall is acceptable in principle.
'The proposals would not give rise to any site specific issues and would resolve a currently unenforceable situation for some local residents, resulting in an enhancement to the quality of place and quality of life.
'The benefits of the application are in the public interest and, in the absence of any other harm, outweigh the harm to the Green Belt and the limited harm to the character and appearance of the area, thereby justifying the proposal on the basis of '˜very special circumstances'.'
