Officers with machine guns were seen at Upperthorpe Road, and reports on social media described shots being heard.
Police closed off The Cove and the force helicopter was circling.
An air ambulance was also reported to be at the site.
One eyewitness described seeing five or six police cars and an ambulance, which were around a pick-up and a four wheel drive car.
