Mr Winter should resign

Yes, Mr Winter should do the honourable thing and resign his post.
Mr Hart should maybe disassociate himself from Mr Winter as much as he can, and try to mend some fences with the councillors.
As for the government taking over the council, maybe it would be better if they did it now, so that this time next year we may see a "light at the end of the tunnel".
